摘要: 隨著循證風潮的興起,許多政府部門開始藉由政策設計,於政策執行前先以透過試辦或是實驗了解政策的可行性,同時提升政策實行的掌握度。面對偏鄉交通的難題,交通部於2018年提出「噗噗共乘」計畫,希望藉由公共服務沙盒此一政策工具的採用進行政策試驗,讓公私部門協力合作,創造公共創新成果,以改善偏鄉交通的困境。\n 本研究試圖從噗噗共乘計畫下探討政策行動者彼此如何藉由協力,開啟公共服務沙盒的創新試驗。基於此,研究以Sørensen與Torfing(2011)提出的協力創新模型為基礎並參考Jenik 和 Lauer(2017)之沙盒治理因素,透過次級資料分析與深度訪談法蒐集相關資料,希冀回答研究問題。研究發現噗噗共乘計畫運用公共服務沙盒實施協力創新之契機源自於經驗累積與政策窗開啟,而影響協力創新互動的關鍵包含事前的需求調查與公所的參與意願,研究除了依Sørensen與Torfing(2011)所提出的文化、體制、內外部組織、身分障礙中整理計畫協力創新過程所遭遇的八項阻礙,也額外新增了資源障礙,並發現突發狀況的產生將致使協力障礙更加嚴重,影響協力創新過程。此外,透過訪談也歸納影響協力創新的十四項沙盒治理因素。\n 經由訪談資料的交叉分析,研究也發現公共服務沙盒試驗將有助於緩解協力創新過程面臨的阻礙,尤其是文化、體制與身分上所遭遇的協力困境。然而,噗噗共乘計畫屬於試驗性質,鑒於試驗計畫的後續將轉型、落地抑或是終止端視情況的不同而有所區別。未來噗噗共乘計畫將轉型成幸福巴士2.0,轉型過程之中將有哪些改變,以及計畫成果所帶來的共享效應與機制如何發展,仍有賴後續的追蹤與觀察。基於上述,研究也分別針對實務運作與政策轉型提出幾點政策建議,希望可以讓該公共創新成果真正落實並發揮共享與擴散的效果。; With the rise of evidence-based practices, many government departments have started to conduct pilot tests before implementing policies to understand their feasibility and enhance the grasp of policy execution. Rural transportation faces challenges due to rugged terrain, regulatory restrictions, and limited resources, hindering effective public services. In 2018, the Ministry of Transportation and Communication proposed the "BUBU Car Sharing" Program, hoping to experiment with policy initiatives through the adoption of the public service sandbox and facilitating collaboration between public and private sectors to create innovative results that improve rural transportation.\n The study explores how policy actors collaborate through the BUBU Car Sharing Program. Building upon the collaborative innovation model by Sørensen and Torfing (2011) and considering sandbox governance factors by Jenik and Lauer (2017), the study analyzes secondary data and conducts in-depth interviews. Our findings show that the implementation of collaborative innovation through the public service sandbox in the BUBU Car Sharing Program arose from past experience and favorable policy opportunities. Key factors influencing collaboration include prior requirement investigation and local district offices` willingness to participate. In addition to the eight barriers identified by Sørensen and Torfing (2011) including culture, institutions, internal and external organizations, and identity barriers, the study also adds resource barriers. Moreover, it reveals that the emergence of unexpected situations intensifies collaboration obstacles, impacting the collaborative innovation process. Furthermore, through interviews, the study identifies fourteen sandbox governance factors that influence collaborative innovation.\n Through cross-analysis and discussion of interview data, it is revealed that the public service sandbox trials can help mitigate obstacles in the collaborative innovation process, particularly those related to cultural, institutional, and identity challenges. However, the BUBU Car Sharing Program remains a pilot policy, and its subsequent transformation, implementation, or termination will depend on various circumstances. The future transformation of the program into "Happiness Car 2.0" and the development of sharing effects and mechanisms resulting from the program`s outcomes require further monitoring and observation. Based on the above, several policy recommendations are proposed for practical operations and policy transformation, aiming to facilitate the effective implementation and dissemination of this public innovation.

摘要: 隨著國人失能率的上昇以及超高齡社會的到來,長照政策的佈建與增補刻不容緩。近來民間團體倡議「30天有薪假+150天彈性請假」的「長期照顧安排假」政策構想,用以兼顧家庭照顧與職場勞動,達到照顧不離職的目標。\n本研究以多元流程觀點,運用深度訪談法、個案研究法、內容分析法,探討長期照顧安排假政策構想係如何形成,並對照公務人員侍親假決策過程,進一步提出政策建議。\n本研究指出,三分流匯聚不全,難以促成政策變遷;三分流會相互影響,甚至有順序性;行政機關對政策發展具有不可忽視的力量。研究成果之備選方案提供各界參考。; With its growing disability rate and progression toward a super-aged society, Taiwan is facing an urgent need to deploy and enhance its long-term care policies. Nongovernmental organizations have proposed the “30 days’ paid leave + 150 days’ flexible leave” initiative that allows workers to arrange long-term care services for their family members, in an attempt to help family caregivers balance between caregiving and work and thereby achieve the goal of giving care without quitting jobs.\nFrom the multiple streams perspective, this study conducted in-depth interviews, case studies, and content analysis to explore how the long-term care arrangement leave initiative was conceived. In addition, policy recommendations were proposed according to the policy-making process for the parental-care leave of public servants.\nThe study noted that incomplete convergence of the three streams (i.e., problem, policy, and political streams) hindered policy change. The three streams influenced one another, potentially in a sequential manner, with the administrative authorities playing a nonnegligible role in policy development. The policy alternative proposed in this study could serve as a reference for all sectors.

摘要: 本文將以質性研究為主、文獻資料為輔的方式探究目前教師支持服務的執行模式,以及藉由文獻回顧所整理出之影響執行成效的關鍵因素與訪談所獲取的資料,找出影響教師支持服務執行成效的關鍵因素並討論目前辦理教師支持服務所遭遇的困境。\n\n研究發現上,目前各縣市政府與教育部國教署所辦理的教師支持服務,從所受訪的對象中可歸納出三類,即國教署與縣市政府委託具諮商輔導相關單位或系、所之大專校院,以及委託民間心理諮商所與縣市政府所設之學生輔導諮商中心,其中,第一類又可以細分為國教署設置教師支持中心並委託具諮商輔導相關系、所之大專校院、以及由縣市政府委託具諮商輔導的相關單位(即大專校院之諮商中心)。在經過整理與分析訪談資料後,本文認為影響教師支持中心執行成效最為關鍵的因素為,執行者(選擇適切的受託對象、單位或專業團隊,以及人員態度是否積極或主動負責)、溝通與互動協調(溝通、互動協調關係,以及財主單位或上級長官是否支持)、經費與人力的適當性、保密與倫理(擔心諮商紀錄或資料是否會外洩、影響考績或被列為不適任教師,以及貼標籤),以及制度化與標準化(制度與規劃設計是否完備、是否有標準化的流程)。又教師支持服務在運作過程中所遭遇較為主要的困境,為外界對諮商的標籤化與刻板印象,另外,教育主管機關亦需要提供更具吸引力的誘因與報酬給予受託單位,俾使教師支持服務能長久、穩定的發展。; This papper will explore the current implementation mode of teacher support services through qualitative research and supplemented by literature, as well as the key factors affecting the implementation effectiveness of teacher support services and the data obtained from interviews compiled through literature review, to identify the key factors affecting the implementation effectiveness of teacher support services and discuss the current difficulties encountered in handling teacher support services.\n\nThe study found that the current teacher support services handled by the county and municipal governments and the National Education Department of the Ministry of Education can be summarized from the interviewees in three categories, namely, colleges and universities entrusted by the State Education Department and the county and municipal governments with relevant units or departments and institutes, and student counseling and consultation centers set up by private psychological counseling institutes and county and city governments. Among them, the first category can be subdivided into the establishment of teacher support centers by the National Education Department and the entrustment of institutions with consultation and counseling, and the relevant units entrusted by the county and municipal governments with consultation and counseling (i.e. the consultation centers of colleges and universities). After collating and analyzing the interview data, this paper believes that it affects the teacher support center.

摘要: 身為一位逐漸失去輔導熱忱的學務人員,因為對於獎助學金業務開始產生懷疑,並且無法從過去學者的研究找到解答,決定親自著手進行研究。研究方式採用建制民族誌的研究方法,透過參與觀察法針對某國立大學的獎助學金業務進行資料蒐集與分析,不僅可以解決實務上所面臨的困難,也有助於填補當前研究的失落環節。經研究發現,透過基層人員的角度,確實得以看見資源分配的問題根源,從各項獎助學金的實施要點、校內審查會議的重要決議事項與評比名冊的摘錄方式,成功描繪出工作建制的權力地圖;儘管如此,因為片段且零碎的斷裂經驗無法提供整體性的指引與建議,可以使用政策執行力的理論模型,進一步將斷裂經驗進行歸納與分析。最後,本研究針對獎助學金業務提出四項政策建議:區分承辦人的角色與功能、劃分助學措施的適用對象、訂定獎助學金的統一審查標準以及調整不重複推薦獎助學金的金額上限。希望透過本研究的分析與建議,幫助未來各項助學資源的分配,都可以達到公平公正的理想目標。; As a student affairs officer who has gradually lost passion for guiding, the author has begun to doubt the scholarship business and has been unable to find answers from past scholars` studies. Therefore, the author decided to conduct his own research. The methodology of this research was based on the scope of institutional ethnography, involving participation and observation in a certain national university`s scholarship business. By conducting information gathering and analyses using these methods, the author believes that he will find practical answers to the problems and fill up the gaps in the current study.\nBased on the findings of the research, the author depicted how the allocation of resources became a problem from the perspective of a street-level bureaucracy. By combing through the implementation directions of each scholarship, as well as the crucial decisions from the review meetings, and the method of extracting the evaluation lists, the author successfully depicted the power map within the institutional framework.\nHowever, due to the fact that the piecemeal disjuncture cannot provide comprehensive guidance and suggestions, a theoretical model of policy implementation can be used to further summarize and analyze the disjuncture. Lastly, the author proposed four policy recommendations for scholarship business: distinguishing the roles and functions of the personnel in charge, defining the target recipients for student aid measures, establishing unified review criteria for scholarships, and adjusting the maximum amount for non-repetitive recommended scholarships. The author hopes that through the analysis and recommendations of this study, the allocation of various scholarship resources can achieve the ideal goal of fairness and justice in the future.
