摘要: 2009 年9 月、日本では自民党に代わり民主党政権が誕生した。外交及び安全保障に関し自民党政権とは異なった考えを持つ民主党政権は、日中関係の強化を図り、それによって日米間のバランスをとり、対等な「日米同盟」を実現しようとした。しかしながら、外交における理 想は、現実的な安全保障上の利益外交に敵うものではない。安全保障政策は経済や社会等の内政関連の政策とは異なり、国内政治の影響を受けることはあまりなく、保守政権であろうが改革派であろうが、いずれの政権であっても一国が置かれている客観的な安全保障 環境を変えることはできず、全くもって政権を握る者の主観的な好き嫌いにより政策が改められていくのである。ポスト鳩山内閣時代の民主党政権は「新自由主義」(neo liberalism)的な外交路線を放棄し、再度「攻撃的現実主義」(offensive realism)的な思考に戻り、新たな外交及び安保政策を構築した。本稿では、民主党による『防衛計画大綱』見直しに関する議論から、日中間の新たな安全保障関係のゆくえを分析する。 2009年9月,日本民主黨取代自民黨執政,在外交與安保上展現與自民黨政權的不同思考,力圖強化日中關係平衡美日關係,實現對等的「美日同盟」。然而,外交的理想不敵現實的安全利益外交、安保政策異於經濟、社會等內政相關政策,較不受國內政治影響,不論保守派或改革派當政,皆無法改變一國所處的客觀安全環境,全憑執政者的主觀好惡將政策改弦更張。在後鳩山內閣時期的民主黨政權揚棄「新自由主義」(neoliberalism)的外交路線,重回「攻勢現實主義」(offensive realism)的思維,建構新的外交與安保政策。本文將分析日本民主黨關於『防衛計畫大綱』修訂之討論,據以評估日、中的新安全關係走向。On September 2009, the Democratic Party of Japan (DPJ) replaced the Liberal Democratic Party (LDP) and became the ruling party. DPJ has shown different diplomatic and security ideals from those of LDP, endeavoring to strengthen Japan-China relations to balance U.S-Japan relations and pursue an `equal U.S.-Japan alliance.` However, these diplomatic ideals have been defeated by real security interests. Security and defense policies are different from economic, social, and internal policies in that they are not as easily influenced by the domestic politics. A country`s objective security environment cannot be changed at a leader`s will, regardless of the leader`s position as a conservative or radical politician. In the Post-Hatoyama era, DPJ has abandoned the neo-liberalist diplomacy route and returned to the offensive realism ideals to construct the new diplomatic and defense and security policies. This paper is aimed at analyzing DPJ`s amendments to the National Defense Program Guidelines and exploring the future of Japan-China security relations.
