危機突破内閣：安倍新政権とねじれ国会

Abstract

2012年12月的眾議院選舉結果，自民黨單獨獲得過半數的席次，同時在與公明黨合組聯合政權下，自公兩黨的席次甚至超過三分之二的絕對多數，得以再度決議通過被參議院否決的法案，然而，安倍新政權卻未必高枕無憂。本文主要從「分立國會」的困境與總選舉的民意面向，來探討安倍新政權面臨的「危機」，同時分析安倍新政權在面臨7月的參議院選舉時，為了突破危機所採取的因應對策。

The Liberal Democratic Party alone won more than half the seats in the lower house in the December 2012 election; moreover, with its partner the New Komeito Party, the coalition power achieved more than a two-thirds majority which makes it easier for the government to break policy deadlocks and to enact legislation even if it is rejected by the upper chamber. Nevertheless, despite the victory, there are challenges facing the new Abe Cabinet. This paper deals with the crisis the new Abe Cabinet is facing in terms of the Divided Diet predicament and the pubic opinions in the lower house election. It also analyzes the countermeasures adopted by the new Abe Cabinet which aim to win a majority in the upper house election in July 2013.
