摘要: 家戶之間的所得分配一直是當代社會的重要問題,且各國政府都相當重視相關問題。台灣自20世紀後期以來,家戶間所得分配不均等的現象一直持續惡化,顯示社會資源可能越來越集中。然而於此同時,臺灣各地方政府的財政狀況,卻自2001年以來一直存在赤字,這使得近年來地方政府債務不斷上升。\n本研究的目的,是希望瞭解地方政府財政赤字對家戶所得分配的影響。本研究使用臺灣地區自1998年至2005年共計23個縣市的追蹤資料,通過SYS-GMM等追蹤資料估計方法,嘗試估計動態追蹤資料模型的結果,並從結果發現,地方政府財政赤字對吉尼係數的影響,在統計上是顯著的且為正向影響,這意味著地方財政赤字的增加可能會導致更加嚴重的家戶所得不均問題。此外,本研究結果中,失業率、低教育人口比例兩項變數對吉尼係數的影響為正,家庭規模對吉尼係數的影響則有負向影響,也就是說,較高的失業率與低教育人口比例,以及較低的平均家戶人口數,也都有可能惡化所得分配,而本研究蒐集的其他的解釋變數,像是女性勞動參與率、老年人口比例、產業結構、家戶可支配所得等變數,對於家戶所得分配在統計上則沒有顯著的影響。本研究並藉由上述的所有實證研究結果,提出研究結論與政策建議。
