美國歐巴馬政府對東南亞安全戰略政策

Abstract

本文研究旨在探討 2009 年至 2016 年間，美國在歐巴馬總統任內針對東南亞地區的外交政策作為。當美國歷經 2000 年至 2008 年間的中東戰爭及金融危機後，全球政治、經濟環境丕變，更重要的是，中國大陸迅速崛起，在該等影響變數出現下分析美國對此因應而生的外交政策主軸以及策略走向。本文將先回顧 21 世紀初，美國的東南亞外交政策走向，以及美國聚焦在恐怖攻擊的同時，中國大陸是如何崛起，其次，探討東南亞國家在區域整合上的成效及面臨到的狀況。第三章則聚焦在歐巴馬任內重返亞洲或是亞太再平衡政策的推行及其具體行為。第四章，將影響美國戰略政策最重要的行為者中國大陸納入討論，在中國大陸政治、經濟及軍事等日益強大下，對歐巴馬政府東南亞政策形成最大影響因素。最後則是總結並歸納歐巴馬政府東南亞政策成果及展望。

This article aims to discuss U.S. diplomatic and strategic policies to Southeast Asia under Obama government during 2009 to 2016. When the U.S.A suffering from the middle east asia war and 2008 financial crisis, economical and political environment of the world changed dramatically. More even importantly, the People’s Republic of China\nrapidly rose up. All above, This article would accounts these impact factors into concern to analyze how these factors changed strategies of the U.S.A. U.S. government paying too much attention on terror attack and how China rose up would be mentioned in chapter 2. In chapter 3, highlight on Obama’s “Pivot to Asia”(rebalance toward Asia)\nstrategy. China, who played as a key man in Southeast Asia, would be discussed in chapter 4. Finally, the results and outlook of the role of USA in the Southeast Asia would be summed up in the last chapter.
