摘要: The objective of this study is to take Tamsui old street as an example to explore the conservation of the cultural heritage and community making, focusing on the conservation of Tamsui Old Street and the disputes in it. In response to the following questions by looking into the interaction between cultural and historical workers and residents and the government: Why the implementation of demolishing Tamsui oldest street is suspended, what the role the community played in the whole process, and what are the difficulties faced by the community in conserving the local cultural heritage and how they overcame these difficulties.\n\nIn the case of Tamsui Old Street, the researcher found that the important element for the old houses not to be demolished is community making. The key is outside forces come in to accompany the residents of the community to build an awareness of community conservation and influenced the government to change its policy. The reason why the temple side who finally acquired many Chongjian street old houses was not willing to demolish the houses has two main reasons, one of which is because the temple property is a cultural heritage, it becomes possible for the community to conserve the heritage through the temple because the temple is in the community of which many believers come from so the temple side has to consider the opinion of the community. The second reason for the temple side not to demolish the old houses is because it occupied the public land, so the benefit of the space will be gone if demolished.\n\nFurthermore, anyone can designate the monuments as historic sites. However, residents dare not designate these old houses as monuments, because they want to keep good interpersonal relationship with people in Tamsui. Thus, if a stranger’s team comes in instead, they can successfully designate monuments. That is to say, for the sake of harmony within the community, it will hinder the conservation of cultural heritage.
