習近平政権と「恵台政策」

Abstract

本稿は、「挫折」したかに思われた中国の「恵台政策」が、習近平政権でも継続されている理由、および習近平政権の恵台政策にみられる変化とその背景について初歩的な考察を試みたものである。習近平政権が恵台政策を放棄せず、継承した大きな理由のひとつが、「協調促進効果」の顕在化、具体的には民進党の「現状維持」政党化だった。他方、胡錦濤政権の恵台政策は、「社会化効果」の面で大きな課題を残したまま、利益誘導の過程での本人．代理人問題の発生という新たな問題を生み出していた。習近平政権ではそうした課題の克服を図るための調整が行われている。統一促進に向けた協調促進効果のさらなる実現に加えて、社会化効果の発現を目指した新たな措置、利益誘導過程での本人．代理人問題の発生を極力抑えようとする取り組みが確認できる。胡錦濤政権期の恵台政策と比べて、習近平政権期の利益誘導の手法はより洗練されたものになっていると評価できる。

中國胡錦濤政府所推動的「惠台政策」被視為受挫，但是習近平政府並沒有放棄且繼續實施。本文針對習近平政府繼承惠台政策的理由、變化及背景進行初步探討。習政府仍然繼續推動惠台政策的原因之一為顯現「促進協調效應」，具體言之，亦即與民進黨的「維持現況」相互競爭。另一方面，胡錦濤政府所實施的惠台政策，在「社會化效應」方面並沒有發揮明顯的效果，在利益誘導（政治分贓）的過程中產生了委託－代理問題。因此，習近平政府為了要克服以上這些課題而進行調整。根據本文的分析發現，習政府進一步實現促進協調效果以朝向促進統一，再加上推出以社會化效應為目的之新措施，以及一些企圖抑制利益誘導過程會發生委託－代理問題的安排。總之，相較於胡錦濤政府時期的惠台政策，可評論習近平政府在利益誘導上的做法則更加提升。

Despite the Favor Granting policies promoted by Hu Jintao`s administration is viewed as a defeat, Xi Jinping did not give up these policies. This article will take the initial steps to discuss the reasons, changes and background for Xi Jinping`s government inheriting the Favor Granting policies. One of the reasons why the Xi Jinping` administration continues to promote the Favor Granting policies is because of the manifestation of the `coordination promoting effect`, which is referring to the partisanship of Democratic Progressive Party`s `maintaining the status quo`. On the other hand, the Favor Granting policies executed by Hu Jintao`s government were futile regarding the socialization effect and created a principal-agent problem in the pork barrel politics. Therefore, Xi Jinping has made adjustments to overcome the issues mentioned above. According to the analysis of this paper, Xi Jinping`s administration has furthered the effect of promoting coordination to advance reunification, rolled out new policies that focus on the socialization effect, as well as arrangements for attempts that could undermine the principal-agent problem when implementing the pork barrel politics. Overall, Xi Jinping upgraded its pork-barrel methods compared to the Favor Granting policies under Hu Jintao.
