トランプ外交の内政をめぐる文脈－政権生成要因としてのTPPを事例に－

Abstract

本稿はアジア外交に多大な影響を与えるアメリカのトランプ政権の背後にある文脈を内政の影響に焦点を絞って分析した。従来の伝統的な保守にもリベラルにも分類不可能なトランプ大統領は、共和党、民主党を横断する政策選択を行っている。本稿では、事例としてTPP（環太平洋経済パートナーシップ協定）への賛否に象徴される政治過程が、トランプ政権の諸政策に影響を与えた構造を検討し、労働組合等の民主党支持基盤に加え、保守側ではティーパーティの後続の草の根運動が、トランプ路線に合致した背景を明らかにした。他方、トランプ政権の通商政策について、貿易協定に留まらない戦略的含意や多国間外交の軽視、支持基盤向けのポピュリズム、超党派の支持を受ける傾向などのリスクや不確実要因を確認した上で、トランプ外交が伝統的な意味での孤立主義というよりは、むしろ「アメリカの国内利益第一」主義の色彩を帯びていることを指摘した。

本文聚焦於美國內政，分析了影響亞洲外交甚鉅的川普政權背後的脈絡。川普總統無法被歸類為過去傳統的保守派或是自由派，他在進行政策選擇時，總是橫跨黨派─共和黨與民主黨。本文以TPP（跨太平洋夥伴關係協定）為例，探討「贊成與反對TPP」所象徵的政治過程，對川普政權的各種政策造成了何種影響，並分析在背後有甚麼樣的結構影響川普的決策，得到的結論是，除了有支持民主黨的美國工會等組織之外，保守陣營也有延續茶黨運動（tea party movement）的草根運動勢力，都與川普路線吻合。本文另一方面也透過討論川普政權在通商政策方面的種種風險或是不確定因素，例如沒發現隱含在貿易協定之中的策略意涵、不重視多邊外交、迎合支持基礎的民粹主義，以及傾向接受跨黨派支持等等，進而指出川普外交並非傳統定義中的孤立主義，而是帶有更多「美國國內利益至上」主義的色彩。

This study examines the dynamics of domestic political influence on U.S. foreign policy under the Trump Administration and how it impacts diplomacy towards Asia. President Trump had developed allies in Democratic voters because of a unique position that is hard to categorize in the ideological spectrum as ＂conservative＂ or ＂liberal＂. To understand the political context of the unusual bipartisan support of Trump, even from the labor and the post-Tea Party movement inside the conservatives, this paper deals with the debate of the TPP (Trans- Pacific Partnership) as a case. Also examined in depth are the risks of Trump diplomacy. This study highlights several key factors that contribute to these risks: misunderstanding of strategic implication in multilateral trade treaties, intense populism for the base, and an unusual bipartisan support on some fragile issues. In addition, the paper points out that the Trump diplomacy is not an isolationism in terms of taxonomy for traditional foreign policy ideology, but rather, it is more like an America-first objective targeting domestic interests.
