臺灣酒駕政策與酒駕事故及死傷人數之關聯性分析

Abstract

本研究運用我國2009年至2018年，「道路交通安全規則第114條」、「刑法第185條之3」與「道路交通管理處罰條例第35條」，歷年之修法變化，配合內政部警政署所統計之道路交通事故，探討該十年內酒駕法規歷次修法與我國酒駕事故件數及死傷人數之關聯性。\n研究發現我國10年間酒駕事故於2011年後逐年下降，至2017年下降致大約5000件。另觀察我國酒駕交通事故傷亡人數，亦發現於2011年後逐年下降，其中受傷人數降至約5000人，死亡人數約100人。而歷次修法對酒駕件數與死傷人數之影響，均有明顯下降。另外加入各縣市人口數、車輛數與道路面積進行分析，其亦會影響酒駕事故件數與死傷人數下降的程度有異，顯見各縣市之人口數、車輛數及道路面積亦會影響酒駕事故及死傷人數。

In this paper, we study the correlation between amendments to drunk driving regulations and the amount of injured and death by drunk driving accidents from 2009 to 2018. We study the laws for driving under the influence (DUI) include Article 114 of Road Traffic Safety Regulations, Article 185-3 of Criminal Code of the Republic of China, and Article 35 of Road Traffic Management and Penalty Act. This study also combined with the traffic accident statistical data under the National Police Agency (NPA).\nThis study shows that the number of drunk driving accidents decreased year by year since 2011 and decreased to around 5000 cases until 2017. This study also shows that the amount of injured and death by drunk driving accidents decreased year by year since 2011 and decreased to around 5000 injured and 100 dead. Amending the Criminal Code of the Republic of China also shows a significant decrease in DUI`s injuries and deaths. We further analyze the city population and the amounts of cars with the road area and find out that it also significantly influenced the number of injured and death by DUI.
