| Abstract: | 宋孝宗乾道二年命宰相兼制國用使，參知政事兼同知國用事，乃是基於：量入為出、節制國用、寬養民力以及欲宰執兼知財政兩項原因。為配合宰執這項新的兼職，於是有「三省戶房國用司」之設置。然國用司於國用不能有所制，故未久即遭裁撤。而宰執兼制國用亦鮮有所成，故乾道八年利用更改宰相官名的機會，罷此兼職。虞允文為唯一例外，透過裁軍的手段，節約了大筆軍費支出，唯所省之費大多儲於左藏南庫，戶部不得使用，遂常有財周不足之憂。蓋孝宗志在恢復，不肯妄用儲蓄之故。 |
