摘要: With the annual two-digit growth of China’s defense budget, the Chinese military buildup has caused great concerns among the neighboring countries. For the Chinese top echelons, they hope the promotion of China’s peaceful theme by releasing the various white papers, such as Defense White Paper, Diplomatic White Paper, Tibet White Paper, etc. can help to shape China’s international image. Particularly, the publication of Defense White Paper can defend their rationales for military modernization as well as to ward off their belligerent image. Hence, the Chinese government started to publish Defense White Paper in 1998. Until 2009, they have already released six Defense White Papers in promoting the “China peaceful theme” and peace-loving image. This paper aims to explore how Chinese government has used the bi-annual Defense White Paper as a tool to promote their international image. Thus, the China peaceful development theme, the evolution of Defense White Papers, its strategies, and influence will be dissected in this paper. While the China’s Defense white papers were read as a piece of propaganda, the Chinese leaders also had the following strategies. First, promote peaceful development and shape international image; second, lay out the blueprint for future military modernization. Frankly speaking, these white papers have seen notable changes over the years, such as: downplaying of the Taiwan issue, increased formal transparency, and downplaying China’s threats. The defense white papers do offer some more explanations for specific Chinese defense modernization programs, such as: incorporating advanced information technologies into the armed forces; balancing the growth of China’s military spending with the continued economic development; continuing to reform the armed forces; and promoting tri-service jointness. The main theme of this paper is that the release of the Defense White Papers and advocating the peaceful development theme still contribute their international image. At least, the international community has begun to notice that China have been careful in her observation of the international norm.
