人口政策白皮書及實施計畫之研究-我國人口政策白皮書之規劃與研究

Abstract

本研究旨在於針對我國社會邁向少子女化、高齡化及移民人口增加等趨勢及成因進行分析；探究此種趨勢對經濟與社會造成影響；並引介和比較工業先進國家之政策和具體措施，也評估並檢討國內現行相關措施，進而研擬符合施政需要且具體可行之對策，作為政府規劃人口政策白皮書及實施計畫之參考。有關少子女化社會的對策預定包括如何實施人口教育，營造有利生育、養育之環境等；又高齡社會的對策擬就建構高齡社會安全網；至於移民社會的對策預定研議移民的管理與協助及反歧視與多元文化社會的建立等。而所提出的實施計畫部分，將分為短、中、長程計畫（2007-2016年）來規劃，內涵應含括政府機關的組織與分工、經費預算、實施期程、成本效益分析及預期效益等。 The aim of this research project is to formulate policy in response to the change of population structure in Taiwan, such as the decline of fertility, population ageing, and the increase of immigrants. The content of the research is comprised of four parts: 1. to discuss the impact of population change on economy as well as on the society as a whole, 2. to conduct comparative study of population policy among the developed countries, 3. to evaluate the strategy plans taken by Taiwan Government, 4. to propose the White Paper of population policy and to discuss the implementation plan for the coming decade. The strategies for fertility decline under review include promoting public education, creating a friendly environment which is conducive to child bearing and child rearing, and etc. Furthermore, the challenge faced by population ageing is to construct safety nest for older people. In order to cope with the problems brought up by the increase of immigrants, many measures are discussed, for example, the provision of assistance and the implementation of the anti-discrimination practice. The implementation plan is designed according to the short-term, the intermediated and long-term plan for the period of 2007 to 2016. The content of the plan will cover the responsibility of government departments, the resource of budget, the time table, cost-benefit analysis, and the anticipated results.
