摘要: 本計畫基本的提問是,在無法自由出入境、外文資訊受到管制、政府對於異議言論取締日趨嚴格的情況下,1950 年代一般的台灣人是如何認識世界?在世界中又如何定位自己?具體而言,黨政宣傳體系是如何形塑當時台灣人的國際觀?相對於日治時期與近代中國的菁英,1950 年代的大部份台灣住民無法擁有多元方便的管道直接認識世界,因而除了透過體制內的教育外,大眾媒體如報紙、雜誌與廣播成為一般人國際觀的來源,而這些媒體的宣傳主軸、時機與步驟受到黨政宣傳命令的指揮與影響。本計畫即是由收錄這些宣傳命令最為完備的國民黨中央第四組機關刊物《宣傳週報》為主要史料,旁及國民黨黨史館、國史館與中研院近史所檔案館的相關檔案,冀望描繪1950 年代黨政宣傳機構所塑造的國際觀。同時在研究視野上,希望能與宣傳史、文化冷戰史,以及日治時期台灣菁英國際觀養成史等領域對話參考,以求在近代台灣人國際觀形成的大架構下,進行本計畫的研究。
What this project wants to ask is how Taiwanese in 1950s knew the world when they were in a society which people can’t depart and immigrate free, foreign information was controlled, and the government reinforced control over opposite sound? And what do Taiwanese think about theirself in the world? Otherwise, how KMT’s propaganda made up 1950s world view in Taiwan? Be different from the elite in colonial Taiwan and modern China, people in 1950s Taiwan can’t have multiple and convient way to know the world. They knew the world by education and mass media, like newspaper, magazine and radio. The claim, timing and agenda in mass media were controlled by KMT’s propaganda order. This project focuses on Propaganda Weeily which is the official magazine of KMT propaganda department, and carried much propaganda order. This project also uses the archives from KMT, Academia Historia and Institute of Modern China, Academia Sinica. In the same time, this project also wants to research in the context of the formation of the world view in modern Taiwan by refering to the propaganda history, culture cold war history and elite’s world view in colonial Taiwan.
