實踐審議式民主參與之理想：資訊科技、網路公共論壇的應用與發展

Abstract

隨著資訊科技的發展，古希臘時代人們群聚於廣場中討論或辯論公共事務的民主參與形式，在今日可憑藉著網路與資訊通訊科技的運用，再度以虛擬的電子化公共論壇之形式重現。無疑的，此類線上論壇的確能超越時間、空間與地域的界線，可鼓舞民主對話的創造性、促進資訊的傳播交流，亦擴大了公共審議溝通的意涵。惟資訊科技與網路之於審議式民主追求的效用，能否完全跨越現實中審議式民主既有之窒礙？仍待進一步的探究。此外，該如何詮釋學界對於此一發展所持之迥異的觀點？皆是值得重新檢視與釐清的。爰此，本文以審議民主與民主溝通之理論探討出發，輔以國外經驗性研究實例交叉探討，希冀藉此闡明網際網路運用與審議式民主實踐之關係。

With the advancement of internet and technology, the discourse-centered models of democratic participation represent as a virtual electronic public forum through the utilization of internet and ICTs nowadays. Undoubtedly, without the limitation of time and space, the online forum not only promotes the creativity of civil intercourse and the exchange of information, but also enlarges the implication of public deliberation. Can the effects of internet and ICTs on deliberative democracy help us to go through the dilemma existing in the reality of deliberate democracy? How to interpret the differential perspectives among scholars? These are crucial issues which need to be examined. Accordingly, this study tends to demonstrate the relationship between the internet use and deliberative democracy via the idea of public deliberation, public sphere, democratic communication theory and empirical research from other countries.
