以「台灣接單、大陸出貨」營運模式拓展台俄經貿關係之研析

Abstract

一九九0年二月二十八日，政府正式開放對蘇直接貿易，至今台俄經貿往來已歷經十五年之發展。從雙方互動情況及相關文獻之探討發現，台俄貿易關係是建立在國際經濟關係理論中「比較利益法則」和「要素稟賦理論」之互利基礎上，故雙邊貿易發展應深具潛力。然而，事實上，從近幾年來的統計數據顯示，雙邊貿易始終未有突破性發展。反觀，兩岸經貿往來。由於全球化競爭，台商為了追求擴大生產規模、降低營運成本之優勢，紛紛投資大陸，促使兩岸經貿關係更加多元化與複雜化。其中，「台灣接單、大陸出貨」因而成為常見的廠商營運模式之一。因此，本文企圖從台俄貿易現況、台商在大陸投資之產業結構來分析，以「台灣接單、大陸出貨」這種離岸貿易營運方式來突破當前台俄貿易之有限性，拓展對俄貿易之可能性。

February 28, 1990 direct trade with USSR was officially opened. The trade relations between Taiwan and Russia have developed for fifteen years. From the interaction of the both parties and the discussions of academic literature were found out the relations which are based on the “theory of comparative advantage” and “Heckscher-Ohlin model”. That means the trade relations should be potential. But the recent statistics show that the trade relations of the two parties haven’t actively expanded. However, at the same time the cross-Strait economic relations are more diversified owing to the Taiwanese investment in Mainland China. The model - “accept orders in Taiwan, deliver the goods from Mainland China” becomes one of the familiar enterprises’ conducts. Thus, this paper will discuss the possibilities of improvement in trade between Taiwan and Russia by using the model. This article will analyze the trade situation of Taiwan with Russia and the structure of Taiwanese investment in Mainland China.
