摘要: 10年來,中俄關係發展相當順利。1992-1996年,中俄關係的發展連續上了三個臺階,這就是:從“友好國家”到“建設性的夥伴關係”,然後又到“戰略協作夥伴關係”。在此以後,中俄戰略協作夥伴關係在實踐中不斷得到充實和發展。2001年7月中俄雙方簽署的《中華人民共和國和俄羅斯聯邦睦鄰友好合作條約》,標誌雙方關係又進入一個新的發展階段。 中俄戰略協作夥伴關係基本宗旨是:第一,深入發展雙邊合作,保持長久的睦鄰友好關係,促進兩國共同發展;第二,密切兩國的磋商和協調,維護各自的主權和領土完整以及各自在國際上應有的地位和正當權益;第三,通過雙邊合作和共同努力,促進國際局勢的緩和與穩定,推動世界多極化趨勢的發展和公正合理的國際新秩序的建立。中俄戰略協作夥伴關係是一種不結盟、不對抗、不針對第三國的新型國家關係。 中俄戰略協作夥伴關係的建立爲新世紀兩國關係的發展奠定了良好的基礎。
In the past ten years, Sino-Russian relations witnessed a smooth progress. From 1992-1996, the relations progressed from ”friendly neighbors” to ”constructive partnership” to ”strategic cooperation partnership.” Since then, ”strategic cooperation partnership” continued to strengthen and develop in practice. The ”Russia-China Good-neighborhood, Friendship and Cooperation Treaty” signed by the PRC and the Russia Federation in July 2001 marked a new era in the development of bilateral relations. The principles of the Treaty include: 1) develop in-depth bilateral cooperation, maintain long-lasting friendly relations, and promote the developments of both countries; 2) intensify the negotiation and coordination between the two, protect the integrity of each`s sovereignty and territory and the legitimate status and interests in the international community; 3) promote stable international relations by means of bilateral cooperation and joint efforts, and facilitate the development of multi-polar structure and a just new world order. The Sino-Russian strategic cooperation partnership is a new type of inter-state relations characterized by non-alliance, non-confrontation and non-targeting a third state. It has laid a solid foundation for the development of Sino-Russian relations in the new century.
