Abstract: The Chinese Communist Party’s (CCP’s) leadership over the government has always been a fact in mainland China’s party-government relationship. In this article, the author discusses the CCP’s control of state supervisory power (administrative supervision) from normative and empirical perspectives, analyzes the shortcomings of such control, and proposes improvement measures.
