| dc.description.abstract | 目前國內外研究「數位落差」的文獻，多以文化與人道關懷之觀點，探討弱勢族群在資訊科技資源分配上的不平均現象，少有以政府機關為主體之研究。本研究以台北市政府中「電子化政府」政策住要推動機關-資訊中心為研究對象，透過問卷分析與深度訪談方式，探討公部門中數位落差的情況，並進一步解析其數位落差現象的成因及其影響、資訊職能落差中的優勢者與劣勢者、公部門中資訊人員的核心能力與資訊人員專業素養的充實管道與學習動力。最後並提出縮短公部門中資訊職能落差的建議策略與適合的組織型態建議。 | zh_TW |
