Abstract

2010 年12 月に日本政府が策定した新たな防衛計画の大綱やアジア太平洋地域における米国の同盟戦略の展開に中国は警戒感を高めている。中国の警戒感は、各国の対中警戒感が共有され、合同軍事演習等を通じた同盟ネットワークが強化される可能性に向けられている。しかし 、防衛計画の大綱や日米共同統合演習への中国政府による懸念表明のトーンは抑制されたものであった。この背景として、悪化する安全保障環境のなかで中国の意見表明や対外対応のあり方をめぐる政策議論が中国国内で始まっている可能性が指摘できる。 2010年12月日本政府制定的新防衛計劃大綱，以及啟動亞洲太平洋地區中包括對美國的同盟戰略，中國對此提高了警戒。基於各國對中國的共同戒心、並通過共同軍事演習以強化同盟網絡的可能性，引起了中國的警戒感。但是，面對防衛計劃的大綱和美日聯合演習，中國克制了其表達疑慮之調性。在此背景下，顯示在惡化的安全保障環境下，有關中國的意見陳述和對外因應方式之政策討論，可能已經在中國國內開始了。China is suspicious not only of Japan`s National Defense Program Guidelines (NDPG) adopted by the Security Council and the Cabinet in December 2011 but also of the US alliance strategy in the Asia Pacific. China`s suspicion is directed at the possibility of a shared sense of China threat among neighboring countries and the strengthening US-led alliance network in this region. However, China`s tone of expressing this anxiety is relatively placid, implying that there is an argument within the Chinese government, which includes the People`s Liberation Army (PLA), about how the country should express its anxiety and cope with a deteriorating security situation for China.
