台日経済産業関係の回顧と展望 台日經濟產業關係的回顧與前瞻

Abstract

本稿の目的は台日経済交流の回顧と、台日経済関係を検討して、将来双方経済関係の発展につき提言することである。まず、台日間の貿易とその収支並びに直接投資の推移を検討して台日経済の交流を回顧し、そして最近の台日間国際収支を通して台日経済産業関係の 現状を究明した。戦後台湾経済の成長においては、日本から資本、技術及び資本財、基幹部品を輸入するとの基本的なパターンが変わらなかったことを確認した。次に、台日間商品別貿易構造の検討を通して、双方の経済産業関係を吟味した。台日間の貿易構造におけ る産業内貿易の進展は、双方の産業構造の補完性を反映することである。そして台日間不均衡な貿易収支を検討するには、中国の要素は無視することが出来ない。生産技術構造レベルの差異によって、台日間と日中間の異なる貿易構造を現している。これは台日中にお ける産業構造の補完性を意味し、また三角貿易を形成する契機となることを示している。最後に、東日本大震災後六つの経営ジレンマに陥っている日本企業の脱出と寸断された日本産業サプライチェーンの再構築に台湾は協力すべきである。台日間の戦略的な経済提携 は台日FTA/EPA の締結と台湾企業を組み込む日本産業サプライチェーンネットワークの再構築を通して行なうことを提言する。 本文主要目的是回顧台日經貿交流、檢討台日經濟產業關係，並提出未來經貿發展的方向以供參考。首先檢討台日貿易及收支、台日直接投資的演變，回顧台日的經貿交流。並透過近來台日間之國際收支，探究雙方經濟產業關係之現狀。確認戰後台灣經濟成長過程中，從日本進口資本、技術及資本財、關鍵零組件的基本模式沒有改變。而台日貿易結構中產業內貿易的進展則反映出雙方產業的互補性。另外探討台日間失衡之貿易收支，不能忽略中國大陸的要素。台日間與中日間的生產技術結構層次的差異反映出不同的貿易結構。因此也形成台日中的國際分工及產業內貿易發展的契機。展望東日本大震災後台日經濟產業關係的發展，台灣應全力協助日本企業脫離目前經營上的六大困境以及重建日本的產業供應鏈。本研究建議簽訂台日FTA/EPA以及透過鑲嵌台灣企業的日本產業供應鏈網絡的重建過程，重建台日間策略性經濟合作的關係。This article reviews the economic and trade exchanges between Taiwan and Japan, examines the relationship shared between the two nations and identifies directions for future economic and trade development. A review of Taiwan-Japan trade data and balance of payments and evolution of foreign direct investments is conducted, allowing for a glimpse into economic and trade exchange trends of the past. Recent international balance of payments between Taiwan and Japan are also studied to identify the status quo of economic and industrial relations between the two nations, confirming that the basic model of importing technology, capital goods, and key components from Japan has not changed amid Taiwan`s economic growth in its post-war era. Interestingly, the trade structure between Taiwan and Japan indicates the complementary nature of industries in both nations. When discussing the imbalanced balance of payments between Taiwan and Japan, China cannot be ignored. The differing production technology structure between Taiwan-Japan and China-Japan relations mirrors the differing trade structure between the nations. Interestingly, this difference has contributed to new opportunities in international division of labor and trade development between Taiwan, Japan, and China. Looking into the development of Japan-Taiwan industrial relations after the East Japan Earthquake disaster, Taiwan should fully assist Japanese corporations in overcoming their six major predicaments in and rebuilding Japan`s industry supply chain. This study supports the signing of Taiwan-Japan Free Trade Agreement/Economic Partnership Agreement and reconstructing Taiwan- Japan strategic economic cooperation relations via rebuilding Japan`s supply chain networks.
