韓国の中堅企業における育成政策 韓國中堅企業的育成政策

Abstract

韓国の企業政策は、今までの保護主義の中小企業政策と規制主義の大企業政策に二分されていて中堅企業が成長しにくい構造を持っていた。すなわち中小企業が成長した後、その規模を超えると一度に各種支援が終了、同時に各種規制が適用され、大企業に成長する意 欲を失ってしまうのである。そして、子会社設立や分社、または臨時勤労者雇用などの方法を使って中小企業の地位を維持しようとする事例が生じることもある。したがって、中堅企業に対する制度的支援の必要性が提起され多様な政策的措置を要求した結果、201 1年3 月30 日に韓国政府は既存の産業発展法を改正して中堅企業を定義し、これを支援するための関連法を整備したのである。本論文では、世界で例のない中堅企業法とも言われている韓国の「産業発展法」と中堅企業の育成政策の推進方向、日本における中堅企業の現況、そして「World-Class 300 プロジェクト」とは何かについて研究する。韓國的企業政策，時至今日曾經二分為保護主義的中小企業政策；以及管制主義的大企業政策，前述政策形成使中堅企業難以成長的結構。因為中小企業成長後，若企業規模超過某範圍後，突然間各種支援將結束，同時也必須適用各種管制，因此使中堅企業失去成長為大企業的意願因而或是發生設立子公司或分公司，或者雇用臨時員工等方法以維持中小企業的地位的例子。因此，韓國提出了對中堅企業提供制度性支援的必要性，並且要求各樣的政策性措施，其結果是，2011年3月30日韓國政府修改了既存的產業發展法，重新定義中堅企業，整備了中堅企業之支援的相關法案。本論文將研究世界中無前例的中堅企業法，也就是韓國的「產業發展法」與中堅企業的育成政策的其推進方向、日本之中堅企業發展現況，及探究何謂「World-Class 300計劃」。The enterprise policy in Korea is divided into two major policies: protection for small-sized companies and restrictions for big-sized companies. This is the reason why small-sized companies have a structure that is ecologically hard to grow up. In other words, once a small-sized company grows up to be a big-sized company, all sorts of legal support are ended and all kinds of regulations are imposed. Consequently, small-sized companies frequently establish affiliate companies or hire temporary workers in order to maintain their status and advantages. There is a growing need for the system that can support small-sized company growth. Therefore the Korean Government passed a new law named `Industrial Development Law` on March 30th, 2011. This study researches the enterprise policy for medium sized companies, a case that is unique and cannot be found anywhere else in the world. Furthermore, the policy direction for promoting medium sized companies and the definition of the project `world class 300` are also researched. In its final analysis, justification for medium sized company growth and the ways of doing this are also suggested.
