| dc.description.abstract | 臺灣在\"后精省\"時期,地方政府首長的權限有所變動,臺灣府際關系逐漸朝向\"共享管制\"的制度模式發展。在此制度下,地方政府與高層將可能共同制定政策,并進行地方發展的規劃。但此一趨勢也將產生相應問題,首先個體的地方政府公共經理人在實施管理策略之際,還必須處理地方政治問題;其次,資源稀少性問題直接影響地方政府治理效能。但在提高管理效能與效率的同時,更應注意各種程序法制要求,落實程序正義。面對地方選舉政治與惡化的地方財政問題,似宜修改法律賦予地方政府征收特殊稅賦的權限。 | - |
