日期: | 2017 | 上傳時間: | 1-Jun-2017 | 摘要: | 中俄核能合作是從 1992 年開始的，到 2016 年經歷了短短 24 年\r\n的時間。中俄核能合作，是中俄戰略協作夥伴關係之中能源合作夥伴\r\n關係的一部分。本研究主要針對的是民用核能，不涉及核武器。本研\r\n究運用新自由制度主義，歷史研究法和文獻分析法，按照歷史發展的\r\n順序與相應文獻，梳理中俄核能合作的整個歷程。最終為中俄核能合\r\n作提供見解。\r\n中俄核能合作之所以開始，是因為兩國政治、經濟利益的交匯。\r\n中俄核能合作經歷了田灣核電站、鈾同位素分離技術、 「 快爐 」 、海上\r\n浮動爐。在這些項目中制度安排是不可缺少的。上海合作組織與中俄\r\n總理定期會晤制度為合作提供了保障。中國原子能機構、核安全局、\r\n俄羅斯環境、技術與核監督局等都是執行機構。俄罗斯原子能公司是\r\n一个具有特殊地位的公司。它與中國核工業集團公司，以及眾多科研\r\n單位進行核能合作。日本福島核事故對中俄雙方的核工業都產生了巨\r\n大影響。田灣核電站、鈾同位素分離技術、核安全監管成效突出。中\r\n俄核能合作前景廣闊，尤其是在 「 快爐 」 與海上浮動爐方面。中俄可\r\n以依託 「 一帶一路 」 在第三國進行核能合作。\r\n關鍵字：中國；俄羅斯；中俄關係；核能；新自由制度主義 Since 1992，the Sino-Russian cooperation in nuclear energy has gone through 24\r\nyears，up to 2016，and is one of the key parts of the energy cooperation fellowship\r\nunder the China-Russia Strategic Partnership.This research discusses the use of\r\nnuclear energy primarily for civil purposes，without the involvement of nuclear\r\nweapons. The research uses the neo-liberal institutionalism，the historical study\r\nmethod，the literature analysis method and sorts out the entire courses of the\r\nSino-Russian cooperation in nuclear energy according to the order of historic\r\ndevelopment and the corresponding literature. Eventually，insight is provided about\r\nthe nuclear energy cooperation between China and Russia.\r\nThe Sino-Russian cooperation in nuclear energy was started due to the shared\r\npolitical and economic interests of both countries. The nuclear energy cooperation\r\nbetween China and Russia has completed the building of the Tianwan Nuclear Power\r\nPlant，Separation of Uranium Isotope，the China Expermental Fast Reactor（CEFR）\r\nand the Floating Nuclear Power Plant. Among these projects，the institutional\r\narrangement is indispensable. Cooperation in nuclear energy is guaranteed by the\r\nShanghai Cooperation Organization and the regular exchange visits between the\r\nChinese premiere and the Russian prime minister. China’s Atomic Energy Agency，the\r\nNuclear Security Bureau and Russia’s Bureau of Environment Technology and Nuclear\r\nSupervision are all actuators. Russia Atomic Energy Co.，Ltd. is a company with a\r\nspecial status. It has a nuclear energy-based cooperation with the China National\r\nNuclear Corporation as well as many other scientific research institutes. The\r\nFukushima nuclear accident had a huge impact on China and Russia’s nuclear\r\nindustry.The Tianwan Nuclear Power Plant and the Separation of Uranium Isotope\r\nhave achieved excellent effectiveness in the nuclear safety supervision aspect. China\r\nand Russia have a brilliant prospect of cooperation in nuclear energy，particularly\r\nwith the fast neutron reactor and the floating nuclear power plant. China and Russia\r\ncan count on the“one Belt one Road”Initiative to carry out the cooperation in\r\nnuclear energy in a third nation.\r\nKeywords: China; Russia; Sino-Russian Relations; Nuclear Energy; Neo-liberal Institutionalism |
