巨量資料時代下，政府機關發展智慧城市策略之研究

Abstract

隨著時代與科技的演進，資料已爆增為巨量資料，處於此時代的政府機關如何有效運用巨量資料發展智慧城市，為城市創造更佳生活環境，是當前政府機關首要議題，亦是本研究的問題與目的。有鑒於此，本研究先對巨量資料、智慧城市、政府2.0進行文獻探討，進而對相關專家學者進行深入訪談。最後，本研究發現巨量資料時代政府機關發展智慧城市的策略為1.完成政府電子化跨域治理以促進跨機關業務流程無縫隙整合運作；2.發展政府2.0以促政府開放與市民參與；3.推動巨量資料、物聯網與雲端產業以利智慧城市的智慧運作。Data is becoming Big Data now! How does government use Big Data to develop Smart City in the big-data times- it is the first issue for government now. We invested to literature review and interview of experts to study. Finally, we found the following approach: 1. Building government 1.0 to integrate its operations seamlessly .2.Developing government 2.0 to open govern-affairs & public-particpation.3.Promoting industries of big-data, internet-of-things &cloud computing to operate smartly for smart cities. Of course, to educate ethics & law of information is very importantly in the era.
