日期: | 2017 | 上傳時間: | 3-Jul-2017 | 摘要: | 美日韓安全議題影響著東北亞的安全結構，而美國重返亞太或再平衡戰略是一股改變的最大牽引力。美國再平衡戰略主要是防範中共崛起，並希冀在亞太地區制定出美國主導的區域規則，其次是解決北韓問題。在東北亞打造美日韓三角同盟就是美國的因應之道，不過仍是未竟其功。\n日本在安倍主義、北韓威脅及美國支持等因素下，完成國家安全轉型。而在第三版防衛指針的簽定下，日美同盟再定義也畢竟其功，未來日本將可主動出擊，因應周邊情勢。南韓在安全上選擇在美「中」之間維持戰略平衡，以獲取制衡北韓的最大效益。美日、美韓同盟各自強化安全合作時期，可說是東北亞安全結構的穩定期。\n然而，變動中的2016年，北韓進行兩次核試爆與多次彈道飛彈試射、美韓部署薩德系統、美日韓進行首次飛彈防衛演習，以及日韓簽定軍事情報交流協定等，導致美日韓強化三邊的安全合作，改變了東北亞的戰略平衡，使得安全結構趨於更不穩定。在過程中，美日韓逐漸陷入安全悖論，也就是愈是要強化三邊安全關係來制衡威脅，反而陷入更不穩定的情勢。至於該如何回歸朝鮮半島的戰略平衡，使東北亞安全結構趨於穩定，端賴各國領導人的智慧了。 The security issues of U.S., Japan, and Korea affect Northeast Asia’s security structure. And the return to Asia or rebalance strategy is a major traction of change. The U.S. rebalance aims at against China’s rise, and expects to make the U.S.-led order of Asia-Pacific region. Secondly, it’s to solve the problem of North Korea. In response to the challenges, U.S. intends to build U.S.-Japan-Korea triangular alliance. But the result is proved just a dream.\n Japan has carried out the transformation of national security driven by Abe doctrine, North Korea threat, and the support of U.S. factor. Japan-U.S. alliance has redefined under the third version of Guidelines for Japan-U.S. Defense Cooperation, so Japan will conduct the pre-emptive strike under contingencies. In order to effectively balance against North Korea, South Korea keeps the strategy balance between U.S. and China in security issue. It is the stable period of the Northeast security structure during the U.S.-Japan and U.S.-Korea alliances separately strengthen security cooperation.\n However, the dynamic year of 2016 happened that North Korea conducted two times nuclear exploration and many times of ballistic missile test; U.S. and South Korea deployed the THAAD; U.S., Japan, and South Korea conducted first joint missile defense exercise; Japan and South Korea signed the military intelligence-sharing pact. These efforts caused the increased security cooperation of U.S.-Japan-Korea relation, also changed the strategy balance of Northeast Asia. And the security structure is more and more unstable. In this process, U.S., Japan, and South Korea are caught in security paradox that is the more to strengthen security relation against the threat, the more to cause the unstable situation. How to back to the strategic balance of Korea Peninsula and sustain the stable security structure of Northeast Asia depended on the wisdom of the national leaders. |
