無障礙網站開發與評估之個案研究

Abstract

資訊可及性已是資訊系統品質評鑑標準之一，尤其近年來更全面性地受到公共服務領域的重視，並逐漸發展為放諸四海而皆準的普世價值。我國行政院研考會於民國九十二年通函行政院所屬各級機關，應於民國九十五年底前完成無障礙網路空間，確實取得無障礙網頁認證標章，並妥善維護無障礙網頁。本研究個案採取實證法，以新營市全球資訊網（http://www.sych.gov.tw/）實際建構公務機關無障礙網站為研究範圍，主要依據無障礙網路空間規劃流程，結合TOGAF（開放組織架構框架）之系統發展方法（ADM）；並以成本／效益分析為基礎探討最適導入策略提出「產官學協同合作」解決方案；並參考Miller 的資訊品質構面，依循實際的需求分析，擬訂分工合作的建置計畫，順利完成全新設計且符合無障礙網頁精神的公務機關網站。

Accessibility had been recognized as one criterion for evaluating the quality of the information system. Especially, it pays much attention for the public service right now. The concept of emphasizing on the information accessibility and leveling down the information drop had become the merit. An administrative order had sent to each administrative organization from the RDEC (research, development, evaluation and commission, executive yuan) at 2003. All administrative organizations must complete the construction for their web accessibility, and it must acquire the authentication mark of the web accessibility. In this study, we take an illustrative case, the sin Ying City, to demonstrative the planning based on the Open Group Architecture Framework (TOGAF) and the strategic introduction based on the cost/benefit analysis for web accessibility. It can be viewed as an example of introducing the web accessibility for the administrative organization in the future.
