Abstract

本書分析劉建軍利用非洲的落後形象吸引農民投資非洲的神話。1980年代以前，中國曾提供無私援助，但中國國內的開發式扶貧經驗使中國人相信能協助窮國同時從己方投資中獲利。在執行上，混合外援與投資不僅改善援助效率，也強化中國在非洲的農企業。相較於中國的混合式援助政策，台灣仍然堅持傳統無利可圖的援助模式以協助「落後」國家的農業。作者主張為改善援助效率並準備他日中國的外交挑戰，台北應考慮參考北京模式進行援外改革。

This book analyzes the myth of Liu Jianjun, which is created to entice Chinese farmers to invest in Africa by exploiting the image of African backwardness. China used to provide selfless aid before 1980s, but investment-oriented domestic poverty relief experience convinces Chinese of helping the poor countries while profiting from their own investments. In practice, mixing foreign aid with investments not only improves aid efficiency, but also strengthens Chinese agri-businesses in Africa. In contrast to China’s hybrid aid policies, Taiwan still adhered to traditional aid model to help “backward” countries’ agricultural sector without profit. The author argues that to improve aid efficiency and to prepare for next diplomatic challenge from China, Taipei should consider aid reform by following Beijing’s model.
