dc.description.abstract德國聯邦政府於2008年11月5日公布「景氣包裹I:保住工作」(Konjunkturpaket I: Schutzschirm fur Arbeitsplatze)方案，再於2009年1月12日經由聯合政府各政黨代表協商結果作成「僱用安定」(Beschaftigungssicherung)決議，宣布通過「景氣包裹II:為就業而努力」(Konjunkturpaket II: Einsatz fur Arbeit)，德國聯邦議會隨後在2009年3月2日通過「德國僱用安定與穩定法案」(Gesetz zur Sicherung von Beschaftigung und Stabilitat in Deutschland)，修正現有不同法律之相關規定，此即聯邦勞動與社會部(BMAS)作為2009年勞動市場政策主軸的「提升能力、不要解僱」(Qualifizieren statt Entlassen)藍本。本文目的在介紹與探討德國政府對前述兩個景氣包裹方案中之勞動市場政策措施的主要政策內涵與思維。zh_TW
