Fifty Years of ASEAN : Historical Transitions and Strategic Significance

Abstract

ASEAN 地域統合の発展は1967 年の東南アジア諸国連合（Association of Southeast Asian Nations, ASEAN）の創設とともに動き出した。創設後20 年近くはその足取りはゆっくりしたものであったが、ポスト冷戦期に入ると発展のスピードが一気に加速した。特に1997 年にASEAN 加盟国でASEAN ビジョン2020 を策定し、2003年にインドネシアのバリで開催された首脳会議でASEAN 経済共同体ブループリントと後続の行動計画が定められてからは、ASEAN を新世紀へと導くべく共同体の構築という目標に向かって、統合にかかる作業を深化させていった。本研究は現在の地域協力や統合に向けた活動の目的である平和、共栄の構築、および制度化の3 つの方向から、ASEAN 統合50 年の歴史的・戦略的意義を探る。そして、2017 年のASEAN 輪番議長国を務めるフィリピンが得た戦略的機会と具体的な成果を分析し、最後にASEAN 共同体の次の50 年の課題について全般的な整理と分析を行う。

The establishment of the Association of Southeast Asian Nations (ASEAN) in 1967 was the genesis for Southeast Asian regional integration. Although progress was slow during ASEAN’s first two decades, in the post-Cold War era the pace of regional integration has been accelerating. In particular, since ASEAN member states set out their ‘Vision 2020’ in 1997 and since the announcement of the ASEAN Economic Community Blueprint at the 2003 ASEAN Leaders Summit in Bali, Indonesia, the ASEAN integration project has been deepening as the grouping moves towards its goal of becoming a leading regional community for the 21st century. From the three core principles underpinning current regional cooperation and integration — peace, co-prosperity and systematization — this research investigates the historical and strategic significance of ASEAN integration after fifty years. Further, it analyses the strategic opportunities and outcomes from the Philippine chairmanship of ASEAN in 2017. Finally, it concludes by examining what the next 50 years hold for the ASEAN community.
