日期: | 2018 | 上傳時間: | 11-Jul-2018 | 摘要: | 自上世紀90年代末以來，中亞就成為了中國海外能源投資的重要目的地之一。在過去20年中，中資能源企業在這一地區的投資從無到有並且迅速增長。但隨著投資的快速增加，問題和阻礙也隨之而來。中亞地區以威權政體為主的政治體制，承襲自前蘇聯時期的經濟和金融制度，薄弱的基礎設施，歷史積怨留下的反華情緒，都對中資能源企業在這一地區的投資提出了挑戰。\r\n2013年，中國國家主席習近平在哈薩克提出了“絲綢之路經濟帶”倡議，這一以大規模海外投資為核心的對外經濟行動在過去五年中已在中亞地區產生了巨大的反響。本文的目的，在於討論過去五年中“絲綢之路經濟帶”的推進對於中資能源企業在中亞地區進行投資和經營時，產生了怎樣的影響。\r\n本文在完成對中國在中亞能源投資概況、問題與阻礙，以及“絲綢之路經濟帶”的建設狀況與特點後，主要從地主國層面、母國層面、產業層面與企業層面對“絲綢之路經濟帶”所採取的行動及其效果進行了分析，並且盡可能通過產官學一線人員的實際經驗出發，探討中資能源企業是否以及如何從“絲綢之路經濟帶”的推動中受益。\r\n通過論述，筆者認為在過去五年中，“絲綢之路經濟帶”在部分領域改善了中國在中亞能源投資所面臨的處境，但從整體而言，還不具備顯著的推動作用。在中資能源企業面臨的部分問題中，已經採取的行動還沒能產生實際的效果，在另外一部分問題中，“絲綢之路經濟帶”並不具備解決的意圖和能力。但對於一個如此龐大的經濟戰略而言，其在長期仍有可期的正面效果。 | 參考文獻: | 中文專書與論文\r\n中國出口信用保險公司（2017），全球投資風險分析報告，北京：中國財政經濟出版社\r\n毛雁冰，秦鵬亮.（2013）.中國-中亞經貿合作的戰略選擇. 孫力，吳宏偉主編.中亞國家發展報告.北京：社會科學文獻出版社\r\n王海燕.
