dc.description.abstract	「⋘臺灣地區與大陸地區人民關係條例⋙⋙」第七十二條形同事實上剝奪陸配結社自由,引發是否抵觸兩項人權公約之爭議。根據「公民及政治權利國際公約」第二條第一項與第二十二條規定主張在臺台長期居留之陸配至少應享有與外配平等之結社權利。中華民國政府若欲對陸配參與人民團體權利設限,其限制也必須符合公約第二十二條第二項之規定。相關修法須本公約之精神,逐步消除造成或延續實質歧視陸配之社會條件及公衆態度。"	zh_TW
