安倍長期政権の研究―内政を中心に―

Abstract

昨年（2017 年）暮れ、第2 次政権発足以来、丸5 年を経た安倍晋三内閣は、今秋の自民党総裁選で3 選を果たせば、憲政史上歴代第1位の長期政権も視野に入ってくる。安倍は、外交はもちろん、内政においても、その都度、果敢な政治決断を下し、難局を打開してきた。そこには、かつて1 年で潰えた第１次政権の失敗を教訓に、独自の政治手法を人事面、政策面で駆使し、政権維持と改革推進に取り組んでいる姿が浮かび上がってくる。本稿はそうした角度から、安倍の政権運営における要諦を探り、検証を試みるものである。

截至去年（2017 年）年底，安倍晉三內閣自第二次政權上路以來已歷經五年。若在今年秋天的自民黨總裁選舉中，實現連續三次當選連任，將有望成為日本憲政史上歷任最長的政權。安倍無論是在外交方面，還是內政方面，總在重要時刻作出大膽果斷的政治決策，並屢屢克服困難。當中可以觀察到，從過去第一次政權僅維持一年的挫敗中汲取教訓，運用獨特的政治手段，致力從人事和政策方面，維持政權並促進改革。本文將試圖從上述角度探討及檢視安倍政權在運作上的關鍵。

At the end of last year (2017), the Shinzo Abe cabinet marked five full years since the start of its second administration. If he is elected for a third term in the election race for the leader of the Liberal Democratic Party this coming autumn, it will become the longest administration in the history of Japan’s constitutional government. Abe has always overcome difficulties by making bold political decisions not only in diplomacy but also in the area of internal affairs. Taking a lesson from his first administration, which collapsed after one year, he seems to be working on maintaining the administration and promoting reform by making the best use of his unique political methods in the areas of personnel and policy. This report attempts to identify and investigate the important aspects of how the Abe administration is run from this angle.
