Islet Depopulation and Plains Resettlement: The Policy of the Dutch East India Company on Forced Settlement Migration of Formosan Austronesians

Abstract

This article explores how colonial territorial control developed into forced settlement migration on both the off-shore islets and mountain areas when the Dutch East India Company (VOC) administered Taiwan in the seventeenth century. Two governors-general, Anthonio van Diemen (gov. 1636-1645) and Cornelis van der Lijn (gov. 1645-1650), were responsible for the migration policy, even while they represented different ideas on colonial administration. Van Diemen aggressively pursued expansionist policies, whereas Van der Lijn was more conservative and cost-benefit minded. In addition to highlighting both the original purposes and the actual implementation of settlement migration policy, this article attempts to provide insight into its long-term and short-terms effects.

本文探討荷蘭東印度公司統治臺灣時對殖民地的地域控制，如何轉換成針對離島與山區住民的聚落遷移政策。遷徙政策主要發生在范迪門(1636-1645)與萊恩(1645-1650)兩位總督任上，兩人分別代表著不同的殖民地經營思維；前者表現出積極的擴張作為，後者則保守且強調成本考量。文章除了討論聚落遷移政策的緣起與思維;以及其實施過程外，並討論其帶來的「成效」。
