摘要: This article explores how colonial territorial control developed into forced settlement migration on both the off-shore islets and mountain areas when the Dutch East India Company (VOC) administered Taiwan in the seventeenth century. Two governors-general, Anthonio van Diemen (gov. 1636-1645) and Cornelis van der Lijn (gov. 1645-1650), were responsible for the migration policy, even while they represented different ideas on colonial administration. Van Diemen aggressively pursued expansionist policies, whereas Van der Lijn was more conservative and cost-benefit minded. In addition to highlighting both the original purposes and the actual implementation of settlement migration policy, this article attempts to provide insight into its long-term and short-terms effects.
本文探討荷蘭東印度公司統治臺灣時對殖民地的地域控制,如何轉換成針對離島與山區住民的聚落遷移政策。遷徙政策主要發生在范迪門(1636-1645)與萊恩(1645-1650)兩位總督任上,兩人分別代表著不同的殖民地經營思維;前者表現出積極的擴張作為,後者則保守且強調成本考量。文章除了討論聚落遷移政策的緣起與思維;以及其實施過程外,並討論其帶來的「成效」。
