日期: | 2018 | 上傳時間: | 1-十月-2018 | 摘要: | 中國大陸接軌國際組織將近 40 年的歷史，隨著綜合國力的提升， 中國在國際組織的行為模式從參與者逐漸變成主導者的地位，但是 中國參與 ISO 國際標準組織將近 30 年，從未有中國國內標準化規 範產出的 ISO 國際組織規範。經過多年的協商，ISO 於 2010 年制訂 《ISO/PAS 18186:集裝箱-RFID 貨運標籤系統》，為中國大陸第一 個國內發起、起草和主導的 ISO 國際標準規範。本文從中國大陸國 內制定與國外談判之歷程與 ISO 產出規範的過程研究分析，認為中 共為推動國際標準化過程中融合中國國內經驗以及學習西方國際組 織的制度，已具備中國國情的國際標準化戰略為主軸，吸取國外經 驗，在參加國際組織的對外談判協商的基本精神和標準程序，最後 成為國際認可的標準。 China has been in Joint with International organizations for nearly 40 years. With the improvement of comprehensive national strength, China who is behavioral model in international organizations has gradually changed from a participant to a leader. However, China has participated in the ISO International standards organization for nearly 30 years and has never had establishment any ISO Standard norms by domestic standardized norms.\r\nAfter years of negotiation, ISO formulated ISO/PAS 18186: Container-RFID Freight Label System in 2010, which is the first domestic ISO standard specification initiated, drafted and led by China. This thesis and analyzes the process of negotiation with foreign countries and the ISO output norm in China.\r\nIt believes that the CCP has an international standardization strategy with China`s national conditions to promote the integration of China`s domestic experience and the system of Western international organizations in the process of international standardization. |
