摘要: 現代工業文明帶動社會進步的同時,改變了人與環境的關係,但也帶來一系列環境問題。近年霧霾造成的空氣污染廣受中國大陸關注,相關議題見諸於媒體的頻率日益增加,也引起傳播學界重視。相應的媒介研究數量頗豐,但在該議題上仍存在深入挖掘的空間。\n鑑於霧霾議題的既有媒體框架研究並未完整闡明框架的建構過程與邏輯,本研究以《人民日報》2011至2017年間共575則霧霾報導為例,通過van Gorp質量方法兼具的新聞框架取徑,分析大陸全國性主流官方媒體對霧霾議題的框架建構。\n在質化的框架分析歸納階段,主要分別從框架裝置和推理裝置層面解構框架,並進一步探討框架形成與社會情境和文化脈絡間的聯繫。本研究共萃取出「經濟框架」、「環境框架」(包含「適應自然次框架」與「行動決定論次框架」)、「政府作為框架」、「健康框架」與「公眾責任框架」等五類框架。各框架的框架裝置與推理裝置特徵不同,且各自有典型的寫作範式:「經濟框架」多採用「先抑後揚」的論述結構;「適應自然次框架」以「氣象報導+歸因分析」為主要佈局形式;「行動決定論次框架」則採「追因+因應」的結構安排;「政府作為框架」存在「積極的中央/上級政府」與「消極的個別地方政府」兩種範式;「健康框架」亦採兩種範式,為「對健康影響」及「防護的科普」;「公眾責任框架」則分別以「積極的公眾」與「消極的公眾」為主要範式。\n本研究的量化演繹階段發現,「環境框架」中的「行動決定論次框架」報導量為最,其次是「政府作為框架」,二者各佔總體的三成以上。從報導時間與版面的分析中發現,霧霾新聞多集中於污染頻發與嚴重時期,除近四成報導刊於「環境」相關版面外,「頭版/要聞」中刊登數量為次多,說明《人民日報》對霧霾議題的報導具事件導向特徵,且較為重視該議題。報導形式則以「純淨新聞」為最大宗,「專題報導」次之,二者數量均逾三成,再次為「社論/評論」類文章。在消息來源部份,按數量多寡排序,霧霾新聞以「政府官方」、「專家學者」和「民眾」為主,總體傾向於引述政府官方與專業權威的觀點;而對「民眾」來源的引述較少涉及巨觀或抽象的態度與看法,多為現象之感想。另外,各框架論述重點不同,偏好的消息來源出現顯著差異,「環境框架」與「政府作為框架」均重視「官方來源」,但「環境框架」探討內容更綜合,因此「學者專家」來源亦為「環境框架」的偏好來源;「健康框架」的論述帶有較強專業性,故側重「學者專家」與「醫療機構」的消息來源。\n總體而言,《人民日報》將霧霾作為環境議題為主、政府行政議題為輔進行論述,報導重視官方立場。另外,權威性媒體作為民眾瞭解環境等專業議題的主要管道,本研究建議在未來霧霾議題甚至環境污染議題的新聞實務中,可適當增加除「行動決定論次框架」、「政府作為框架」外其他類型框架的報導比重,尤其是「健康框架」,助以提升民眾的環境與健康素養。
