| dc.description.abstract | 「中」美戰略性夥伴關係的建立奠基於雙方不同的戰略考量。此一關係揭開了雙方在「高層政治」議題上更為廣泛的交流，為中共提供了一個更為制式的機制，使其能適時對美方施壓，進而影響美國的對台軍售與安全承諾。為有效因應「中」美建立戰略性夥伴關係而來的各項衝擊，中華民國必須整合政治、外交及軍事諸般手段，包括：模糊政策的實踐、第二軌外交的參與以及國防政策的再確認等，藉由這些不同手段的運用，方能在安全環境日益不利的狀況下，尋求自處之道，確保國家安全。 | - |
