摘要: 考試院提倡教、考、訓、用配合制度,力求提升公務人員能力與素質,公務人力的培訓政策即是以此為目標。而我國公務人員考試錄取人員基礎訓練的目標係以充實初任公務人員應具備的基本觀念、品德操守、服務態度及行政程序為重點。但是該如何確保基礎訓練的訓練成果能夠確實轉移至工作領域?本研究目的即是要瞭解初任公務人員參與訓練後,是否將訓練習得之知識、能力、技術應用在工作之中,也就是評估基礎訓練是否發揮訓練移轉之功能。\n\n本研究方法採文獻分析法與半結構式訪談法,引用Kirkpatrick提出的四層次評估模式及Baldwin & Ford發展的訓練移轉模式作為研究的基礎。研究架構係修改自Baldwin & Ford訓練移轉模式,本文針對考取104至106年高等考試三級考試一般行政的初任公務人員進行深入訪談,以滾雪球抽樣挑選受訪對象,共計訪談九位各分發至中央、地方政府且工作內容具差異性的公務人員。\n\n研究結果發現,受訓者參與基礎訓練後回到工作崗位上,將訓練所學發揮學以致用的程度有限,真正能將訓練移轉至行為表現尚需從工作中學習。其中,本文發現影響訓練移轉的因素包括受訓者學習的經驗和態度、訓練課程的設計、工作的環境,以及學習與記憶的情形。最後,本文依據研究的結果提出實務建議,供國家文官學院改善訓練方案的參考。
