摘要: 安全概念受全球化、資訊化、多元化趨勢發展的影響,以及各國間互賴程度的增加,使得影響國家安全的問題不再侷限於軍事因素,轉而涵蓋社會治安、經濟發展等非軍事議題,形成多面向的安全觀。觀察兩岸交流以來,經貿互動頻繁、互賴程度遞增,但同時也衍生許多社會治安的問題。由於兩岸迄今尚未建立共同打擊犯罪合作機制,易為兩岸不法分子所利用,經「策略聯盟」途徑形成共犯共構結構網路,成為兩岸社會治安與犯罪防治的灰色地帶。本文嘗試用有關綜合性安全、非傳統性安全威脅的研究概念和成果,檢視兩岸交流所衍生的社會治安問題與綜合性安全、非傳統性安全威脅之間的關聯性及其影響,並提出未來繼續探討的方向。
Under globalzational trade has boomed and interdependence has intensified. Apart from the traditiinal realistic understanding of concept of the security emphasizing the national military perspective, non-military factors have emerged as a pivotal part of the national security agenda. Over the years, the concept of security thus begun to be broadly defined and transformed to one of multifaceted-security. Since the government lifted restrictions on family visits to the Mainland in 1987, exchanges have become more frequent, with increasing crime problems. Regional crime has become a source of crime in Taiwan. In the future, such crimes including the two sides of the Strait will further increase and diversify. Criminal groups can move across the two sides and form a strategic alliance. The regional crime problem will be much severe and complicated. The article attempts to use the concept of security, comprehensive security, and non-traditional security threats to evaluate cross-strait exchange crime problems.
