大學校院圖書館實施ISO 9000 品質認證之探討

Abstract

全球化經濟的趨勢銳不可擋，而隨著我國加入WTO，此種世界性的競爭更加白熱化。影響所及，許多大學校院紛紛實施ISO 9000國際品保標準作為提升競爭力的利器，而圖書館作為學校最重要的行政單位及服務窗口之一，自不容置身事外。有鑑於此，本文試圖對ISO 9000品質認證作一詳細介紹，內容包括對品質、品質管理、品質保證等觀念的釐清，簡介ISO 9000的源起、精神與特色，1994年版及2000年版ISO 9000內容綱要，ISO 9000品質認證實施步驟，中山醫學大學圖書館個案紀實，實施ISO 9000 品質認證的優缺點，並將ISO9000與全面品質管理（TQM）作一比較。

Quality management has become increasingly important for universities and colleges to stay competitive within the global trade community. This article aims to discuss the following subjects: (1)to identify the concepts of ”quality”, ”quality management” and ”quality assurance”; (2)to introduce the ISO 9000 standards, including 1994 edition and 2000 revision; (3)to interpret the steps of implementing ISO 9000; (4)to share the practical experience of Chung-Shan Medical University Library; (5)to discuss the benefits and issues for consideration; (6)to compare ISO 9000 with TQM.
