摘要: 本文使用行政院主計總處橫跨1991年到2017年的家庭收支調查的橫斷面個體資料探討家戶可支配所得、家戶特性與健保政策對其消費支出的影響。除了建構OLS迴歸模型觀察健保相關解釋變數對於家戶消費支出之邊際效果外,亦利用本業薪資、財產所得收入將家戶分組,觀察各群體在健保政策實施後其消費行為的差異。\n\n實證結果發現,一代健保實施後,薪資所得對於總體家戶消費呈現正向相關。進一步探究各家戶群組之差異,對於中低及中高薪資家戶而言,薪資所得與家戶消費呈顯著正向關係,但對其他薪資家戶組之消費則沒有顯著影響。二代健保實施後,財產所得收入對總體家戶消費呈顯著負向關係。進一步分析則可發現對高財產所得家戶來說,財產所得與家戶消費呈現負向關係;但對其他家戶組之消費而言則呈現正向關係。另外也可發現國內生產毛額與家戶消費為顯著正向關係。
The cross-sectional individual data of Household Income and Expenditure Survey data from 1991 to 2017 is used in this paper to examine the effect of household disposable income, household characteristics and health insurance policy on consumption expenditures. In addition to constructing the OLS regression model to examine the marginal effect of independent variables related to health insurance on household consumption expenditures, we also analyze household consumption by full time payroll and property income class to observe the differences in consumption behaviors of various household groups after the implementation of health insurance policy.\n\nThe empirical findings show that after the implementation of the first-generation NHI, the salary income has a positive effect on overall household consumption. For further details, for the household with medium-low and medium-high full time payroll, full time payroll has a significant positive impact on household consumption, but shows no impact on other household groups’ consumption. After the implementation of the second-generation NHI, property income has a significant negative effect on overall household consumption. As for the household with high property income, property income has a negative impact on household consumption, but shows positively related to the consumption for other household groups. In addition, GDP has a positive effect on household consumption.
