dc.description.abstract從在1998年正式開播的「公共電視台」,到2006年陸續納入華視、原民台與客家電視台而成的「公共廣電集團」,這一路走來儘管台灣社會已普遍接受與認知到公共媒體的必要與重要性,但公廣集團能對台灣社會所發揮的功能卻仍然有限,這樣的現象似乎指出了一個值得台灣社會與公廣集團共同深思的問題-「為何公共媒體在台灣的運作無法有效的發揮其功能?」針對此一問題,本研究擬跳脫歷年來相關研究單位從政策法規、公共化媒體的概念,以及媒體組織經營管理等面向的論述脈絡,轉而從非營利組織與社會企業的概念,來檢視與分析台灣公共廣播電視集團的困境、挑戰與契機。企盼經由此一概念與視野的提出,一方面能整合前述單一論點的不足,進而建構一個全觀與系統性的參考架構,以彌補現今相關知識的不足;亦希望能在數位時代下的台灣媒體環境中,幫助公廣集團透過社會企業的精神與運作模式,以突破目前的實務困境。-
dc.description.abstractViewing Taiwan Broadcasting System as a Social Enterprise, this study examined the challenges that TBS faced during its merger period. From the holistic perspective, this study employed qualitative research methods to investigate TBS`s operation in various dimensions. In the end of this article, suggestions were made: (1) to achieve financial empowerment to further its social goals; (2) to mange leadership communication to transform organizational culture; and (3) to emphasize business strategies and social marketing to enhance its social influence.-
