日期: | 2019 | 上傳時間: | 7-Aug-2019 | 摘要: | 遊民長久存在於社會中，因個人因素、社會結構因素與政策失能導致其在勞動處境、居住安置以及社會救助上面臨諸多困難，加上人數寡不敵眾而缺乏政策影響力，並經常被大眾傳播媒體冠以負面形象報導，加深其生活困境。本文研究起源於為何遊民大多從事舉牌工的好奇，鑒於此，本文透過深度訪談法，訪談十九位的舉牌工及遊民，以半結構式之訪談大綱，針對四個主題(包含基本資料、遊民生活之描述、居住與安置，以及勞動經驗)探討受訪者的實際生活處境與需求；並透過參與非營利組織所舉辦的活動深入接觸遊民群體，試圖了解培力的過程與成效。\n\n本研究主要的發現如下：一、遊民被排除於主流勞動市場的原因包含個人因素與社會結構因素，而舉牌這份工作具備現領薪資、入門條件低等特性促成了近半數遊民以此維生；然而，這份工作缺乏穩定性、勞動保障以及優渥薪資；即便擁有工作，流落街頭亦成為其生活常態。二、舉牌工此份非典型僱用型態工作形成的工作貧窮現象，加上社會排除均導致遊民無屋可住，甚至於公共空間被驅趕；安定的住房環境影響其精神狀態、睡眠品質、經濟負擔、衛生習慣與工作表現；因此，提供長期居住處所為政府首要重視之事；另方面，亦應適度調整短期性的收容與安置中心其內部規範與治理模式以供暫居。三、非營利組織透過與遊民的長期接觸與互動對其產生的信任感，對「培力」具有極大的重要性，可加深參與者自信之提升與增進社區融合，並擴大社會大眾對遊民的理解。 The homelessness have existed in society for a long time, due to personal factors, social structural factors and policy disability lead them to many difficulties in terms of state of work, resettlement and social assistance, in addition, the number of people are outnumbered and lack of policy influence, and often reported by the mass media as a negative image to deepen their life difficulties. This study originated from the curiosity of why most of the homeless people are engaged in the work of placard workers. In view of this, this study interviewed nineteen people who are placard workers and homelessness through in-depth interviews, with semi-structured interview outline for four topics(including basic materials, the description of the homeless people’s life, residence and resettlement, as well as the experience of the work) explores the situation of real life and the needs of the respondents. And through in-depth participation in the activities organized by non-profit organizations, trying to understand the process and effectiveness of the empowerment.\n\nThe main findings of this research are as follows: First, the reason why the homelessness are excluded from the mainstream labor market include personal factors and social structural factors, and the placard workers have the characteristics of current salary and low entry conditions, which has contributed to nearly half of the residents who have survived. However, this job lacks stability, security of labor, and superior salary. Even if they have a job, state of homeless becomes the norm in life.Second, the state of working poor caused by this type of the atypical employment type work, additionally social exclusion has resulted in people who have nowhere to go even being driven out of public space. The environment of stable living affects its state of mental, quality of sleep, burden of financial, habits of health and performance of work. Therefore, providing long-term residential premises is the priority thing for the government. On the other hand, the internal norms and government models of the short-term containment and resettlement centers should be moderately adjusted for temporary residence. Third, the sense of trust that non-profit organizations generate through long-term contact and interaction with the homeless people are extremely importance to “empowerment”. It can deepen the confidence of participants and enhance community integration, and expand the public’s understanding of the homeless people. |
