日期: | 2019 | 上傳時間: | 5-Sep-2019 | 摘要: | 自1992年中國與南韓建交以來，兩國的關係隨著經濟連結的加深而日趨緊密，隨著2015 年《中韓自由貿易協定》的簽訂，兩國的夥伴關係達到暫時的高峰。但2016年，在北韓不斷進行核武試爆、導彈試射下，南韓朴槿惠政府為確保國家安全，同意美國於南韓佈署終端高空防禦飛彈系統（Terminal High Altitude Area Defense, THAAD 或稱薩德），此系統偵測與防禦範圍除覆蓋北韓外，尚覆蓋少部分中國領土，此減低了中國在區域的戰略投射能力，因此引起中國的強烈抗議。中國在抗議未果後，對南韓施行了一連串的制裁，包括鼓勵國內人民拒絕購買南韓產品、限制人民到南韓旅遊、暫停既有的學術與文化交流等，使兩國關係走向低點，在南韓文在寅政府上台後，方才走向緩和。\n本文預備回答的問題有三，首先為分析薩德事件的起因和過程，並嘗試以北韓與美國的因素解釋薩德事件為何發生，本文認為，在北韓的安全威脅與中國對其的支持下，南韓不得不轉向傳統的安全盟友美國以求得安全保證，也就是佈署薩德，但美中的戰略競爭又加劇了中國的疑慮，導致看待薩德的視角從朝鮮半島上升到了東亞權力平衡的維度，使中國對南韓進行經濟制裁。其次，本文將評估薩德事件對中韓關係的影響，分析中韓關係受該事件衝擊的程度，從雙邊貿易額、旅遊人數、兩國人民好感度等數據來做出評估，本文認為，在中國因此事件對南韓進行經濟制裁後，中韓雙邊貿易額小幅下降，相關產業如旅遊人數與兩國人民好感度則顯著下滑，因此短期而言，中韓關係確實受到相當程度的影響。\n而後，本文將檢視中國對南韓的經濟制裁是否符合目前學界經濟制裁實證研究的結果，本文指出，本次經濟制裁確實符合學界目前經濟制裁的實研究，亦即經濟制裁一但真正實施並不經常有效、民主國家長期而言不易屈服於制裁、經濟制裁只有在特定情況才較為有效。討論完上述問題後，本文將分析薩德事件對中韓關係未來發展的影響，了解南韓在此事件後轉變的外交政策是否可能會改變未來區域經濟的產業鏈和權力平衡。
