| dc.description.abstract | 中共海軍在21世紀後，積極擴張海權，並認為海權戰略首重要務是解決國家區域領土與領海爭端（即是主權紛爭，台灣更被列為優先目標），依國家軍事戰略指導，調整軍種戰略，進行裝備現代化、組織變革，為邁向遠洋提供實質支撐，實際能力則顯現於穿越「宮古水道」的具體情況，經過艦隊遠航距離延伸、頻次增高等，可驗證其發展。\n此外，面對中共海軍擴張行徑，藉由「宮古水道」周邊國家與中共海軍的互動，以及在戰略與反制行動上的反應，可發現中共海軍在西太平洋的影響力，對美國而言，屬「持續增長」；對日本與台灣來說，屬「有效增長」。\n綜合分析迄2018年為止的真實關係，第一、中共海軍雖可自由進出西太平洋，但現階段美軍仍可藉由調整戰略等方式保持優勢，並不接受兩國共同管理太平洋的情況發生。第二、中共海軍突穿「宮古水道」行徑造成日本憂慮，日雖默認中共海軍跨島鏈實力提升，不過至今仍可協助美國控制。第三、中共海軍頻繁突穿「宮古水道」行徑促成台灣地位隨水道重要性節節攀升，將直到中共海軍正式被視為擁有西太平洋海權。最終評估，未來中共海軍將繼續在西太平洋扮演「試圖挑戰現狀者」的角色。 | zh_TW |
