當代非傳統安全架構下的台日關係研究

Abstract

後冷戰時期興起的非傳統安全，強調非軍事安全以外的因素同樣也會對國家產生威脅，再加上其具有擴散性與突發性的特質，促使國與國間在相互合作的機制下共同防衛國家安全，也因此非傳統安全的合作與交流可望成為提升兩國關係的新路徑。因台日兩國尚未有正式外交關係，在對於傳統安全合作上的議題上定是無法有所斬獲，所以本文從非傳統安全研究之發展與日本外交政策及其對於台日兩國關係發展之影響與具體合作事例進行梳理，隨後代入台日間重大傷亡的震災事例與各領域的交流情形，對台日兩國的非傳統安全合作狀況進行檢證，並由兩國間的合作援助再到兩國間非官方交流之合作中得到兩國關係提升。本文認為造成雙方僅止於非官方交流而未能進一步在官方交流或安保互助的因素，主要仍是受到兩國未能有正常外交關係與日本受到中美兩國箝制，導致台日兩國目前對於非傳統安全的合作大於傳統安全。不過，台灣追求國際空間與國家安全的目標，仍可透過與日本進行非傳統安全合作或推動信心建立措施，而獲得相當改善。因此，推動台日雙邊聯合救災以及在環境、科學與技術領域等方面的合作與交流，不僅正符合當前世界趨勢，也有助於深化彼此已經存在的經濟紐帶。

The rise of Non-Traditional Security in the post-cold-war era, emphasizing that factors other than non-military security also pose a threat to the State, coupled with its proliferation and sudden nature, which encourages states to jointly defend national security under mutual mechanisms of cooperation. Therefore, non-traditional security cooperation and exchanges are expected to become a new way to enhance bilateral relations. Since Taiwan and Japan do not yet have formal diplomatic relations , and there is no way to achieve any success in the issue of traditional security cooperation , this paper combs through the development of non-traditional security research and the development of Japan`s foreign policy and its influence on the development of bilateral relations and concrete cooperation examples . Subsequently, the earthquake cases of heavy casualties in Taiwan and japan were exchanged in various fields, the non-traditional security cooperation between Taiwan and Japan was examined, and the cooperation between the two countries was enhanced by the cooperation between the two countries in unofficial exchanges. This paper holds that the factors that cause the two sides to fail to further communicate or help each other in official exchanges only in unofficial exchanges are still dominated by the failure of the two countries to have normal diplomatic relations with Japan and the chinese and American countries, resulting in the current cooperation between Taiwan and Japan on non-traditional security than traditional security. However, Taiwan`s pursuit of international space and national security can still be considerably improved through non-traditional security cooperation with Japan or confidence-building measures. Therefore, promoting bilateral joint disaster relief between Taiwan and Japan, as well as cooperation and exchanges in the fields of environment, science and technology, is not only in line with current world trends, but also helps to deepen the economic ties that already exist between them.
