兩岸NGO發展與現狀比較

Abstract

NGO在公共治理中的作用愈漸顯出其重要性，台灣與大陸有著較多相近的文化傳統和觀念，對兩岸NGO發展歷程和現狀的比較，對推動雙方NGO的發展具有重要借鏡意義。本文藉近年國際會議和兩岸交流的機會，對兩岸NGO進行了一個比較研究的嘗試，分別針對兩岸NGO的概念、分類、登記管理體系、NGO發展與政府的關係，以及NGO自身能力建設等方面進行了比較分析，對NGO的健全發展提出借鏡意見。

NGOs become more and more important in the transitional governance. There`s much similar with Taiwan and Mainland in culture and concept. Comparative study between Taiwan and Mainland will be much helpful for the development of NGOs for both sides. This article is an attempt to so such a compare in this field, taking advantage of international conference and two-sides communication, as information is very limited at the mainland in this field. The compare area includes concept, category, registration system, NGO-government relationship, and capacity building for NGOs.
