摘要: 跨部門治理(cross sector governance)又稱為跨域治理,是晚近幾年公共管理的新興領域,其係公私部門協力(public private partnership, PPP)的擴展,除了第一部門( 公部門) 與第二部門( 私企業) 外, 更加入了第三部門( 社會組織),亦即非政府組織(non-governmental organization, NGO)。跨部門治理指涉部門間的協作,係為了共同達成某一公共目的所進行的一連串協同活動。由於愛滋病問題的棘手性,中國大陸衛生當局早已認識到該疾病的早期防治非常必要,因而傳統的治理模式已不敷需求。本研究基於西方學者理論模型,以個案研究的方式,透過對中國大陸上海市愛滋病防治領域NGO的訪談與觀察, 分析上海愛滋病防治領域中政府與NGO的協力模式,歸納出分工型合作與購買型合作等草根愛滋病防治NGO與政府的協力策略,最後結合臺灣愛滋病防治經驗,對中國大陸的政府與NGO協力愛滋病防治提出若干總結與建議。
Cross sector governance has already been discussed by researchers in public administration for more than a decade. Developed by traditional “Public Private Partnership(PPP),” cross sector governance refers mutual collaboration among the public sectors, the private sectors, and most importantly, the third sectors to achieve public goals. This article attempts to examine Najam’s 4Cs model in the field of HIV/AIDS prevention in Shanghai City, China. By conducting on site visiting and in depth interviews with both officers in local CDC and leaders and staffs from grassroot NGOs, two types of cooperation have been developed. Labor division cooperation and service purchasing cooperation play dominant roles among strategies applied by grass-root NGOs in the field of HIV/AIDS prevention in Shanghai. Several recommendations for both public sectors and NGOs are proposed accordingly after taking Taiwanese experiences for references.
