摘要: 近年來,臺灣民間社會力蓬勃發展,其中社區因與民眾日常生活息息相關,故在妥善貼近居民需求方面,扮演至關重要的角色。本研究運用專注於識別與處理社區核心問題之社區影響模型,探討研究個案之社區運作策略及其成效;而中華社會福利聯合勸募協會(簡稱聯勸)創立於1992年,歷年來扮演資金中介者的角色,並充分運用其平台之特色,妥善搭起捐贈者與受助機構之間的橋梁。研究發現,本研究個案運用組成聯盟、多元化募款,以及社區治理等公益勸募策略,另輔以具特色之聯勸與NPO協力方案,例如:弘道不老協力站培力計畫與至善八八水災原鄉永續重建計畫等,讓社區影響模型的觀點充分導入公益策略當中,並成功在各個基層社區當中實踐與發揮影響力。
In recent years, social empowerment in Taiwan has been growing vigorously. Among which, local community has played an important role to meet the residents’ needs since it is closely related to their daily life. The research adopts social impact model which focuses on recognizing and dealing with social nucleus problems, and discusses the operating strategies and results based on case studies. Established in 1992, United Way of Taiwan (UWT) has been playing the role of financial intermediary over the years and built bridges between the givers and the receivers, making good use of its platform. The research finds UWT applies charity fundraising strategies such as forming groups, multiple fundraising, and social management. In addition, with the aid of its own features and NPO co-working projects, such as Hondao Young at Heart Training Program and Zhi-shan Post-Morakot Flood Recovery Program, the viewpoint of social impact model has been fully led into the charity strategies and successfully practiced in every single community with great influence.
