摘要: 臺灣在地文化創新過程中,曾存在著不同集體記憶族群的多重誤解、對立與衝突,但經過不同形式的溝通、互動與體諒,目前已經出現兼具文化融合性與包容性的在地創新文化。這項文化衝突過程始自於1949年播遷來臺的國民黨曾將中華文化當成是有效統治臺灣人民的政治工具,造成「外來」的「中華文化」與「在地」的「臺灣文化」的衝突,甚至經由意識型態與政黨政治的操作,形成臺灣文化與中華文化的不可共量性。1980年代,臺灣本土化運動風起雲湧,成功地摧毀國民黨的政權,解構中華文化的道統性,臺灣在地文化成為民進黨執政時期的主流文化。然而,過激的臺灣文化主義者,帶給臺灣人民甚多的不安全感,並未獲人民認同,2008年,代表外省次文化的馬英九總統重新贏得臺灣在地人民的支持。如今臺灣的公民社會已成功地融合臺灣、中華、新移民與歐美日等次文化,形成一個多元豐富的臺灣在地創新文化。而推動在地文化創新的主要推手是在地性的公民、非營利組織與社區發展協會所形成的草根性公民社會,本文從地方節慶文化、社區營造、地方文化創意產業三個角度扼要地剖析草根性公民社會在推動臺灣在地文化創新的角色。
In the history of local Taiwan cultural creation, the former ruling party Kuomintang strategically utilized Zhong Huá Wén Huà as an effective governing instrument, and therefore raising the cultural, social and political confrontation. 1980s, Taiwanese localization movement became a widespread political anti-ruling movement to deconstruct the legitimacy of Zhong Huá Wén Huà. Taiwan Wén Huà was elaborated as the “mainstream” local culture during Minjindang era from 2000- 2007. In 2008, presidential candidate of Kuomintang, an adherent of Zhong Huá Wén Hu, Mr. Ma Ying Jiu won the presidential election. Nowadays, Taiwan local culture, a mixture of various cultural elements of ethnic groups, successfully integrates Zhong Huá Wén Hu, Taiwan Wén Huà, New Immigrant as well as American-Japan subculture. This essay finally describes the pluralistic and rich component of Taiwan local culture from three aspects of grass-root civil society, i.e., local festival culture, community empowerment movement, and local cultural-creative industry.
