摘要: 對於西方社會而言,人口現代化得要經歷漫長歲月,比起英國、法國、瑞典、丹麥、挪威及芬蘭前後長達百年之久,中國大陸與臺灣花費不到半個世紀便已達成。不同西方社會的經驗,中國大陸與臺灣的人口現代化為什麼會如此快速?因為生育控制對於生育率下降存在「加速壓縮效果」。本研究有意圖地援引南韓社會學者Chang Kyung-Sup所主張的「壓縮現代性」提出「生育率下降的加速壓縮理論」,用來描述計劃生育與家庭計劃在中國大陸與臺灣邁向人口現代化的過程中所扮演的「加速壓縮效果」的中樞角色,針對兩者在很短時間內經歷生育率急遽遞減的人口現象(總生育率從4減少到2,中國大陸花費17年,臺灣花費14年)給予一個比較完整的說明。基於中國大陸與臺灣在推行計劃生育與家庭計劃導致生育率下降的過程中所發生的歷史材料,本研究經由紮根理論的方式歸納五個範疇,包含社會制度移植、文化創新傳散、利害關係者的折衝、條件推動者的湊合、人口時空重疊,並且從「壓縮現代性」的視角來說明五個範疇的內涵。通過「生育控制的經驗」與「Chang Kyung-Sup的理論」的結合方式,輔助與放大闡述「加速壓縮效果」的現象,強化與凸顯本研究所發展的見解。在社會經濟發展的過程中,不論中國大陸的計劃生育,還是臺灣的家庭計劃,儘管不是最先驅策生育率下降的動力,然而,它們在「促進生育率下降,急驟墜入替代水準」上確實有著切要貢獻,本研究的重點即是闡述這件事情。
